Relevant statistics show that the rubber planting area in Hainan is 8.114 million mu, and the dry rubber output is 351,400 tons, which is one of the important sources of income of 2.3 million farmers in Hainan. "Rubber prices continue to slump, causing huge impact on the development of rubber industry." At this year's National Two Meetings, members of the Zhuqiong National Committee of the Chinese People's Political Consultative Conference (CPPCC), who took Shi Yiyun as the first sponsor, jointly submitted a proposal "Proposals on Supporting the Development of Natural Rubber Industry". It was pointed out that due to the low price of rubber, the output of rubber plantations was low, and the income of rubber practitioners decreased significantly.



Meng Xiaoling and other members in the proposal on supporting the development of Hainan Natural Rubber Base also indicated that the natural rubber industry is facing difficulties such as weak market demand, shrinking international trade and so on, while the strength of state support for storage is relatively limited, the price of rubber continues to be low, the production cost is higher than the market price, natural rubber The growth rate of planting area is blocked. "Therefore, supporting the development of Hainan Natural Rubber Base is of great practical and strategic significance to promote the increase of rubber farmers'income and ensure the safety of rubber supply and industrial chain."



"This provides a good market and industrial basis for China to build a price index publishing center and pricing center of natural rubber and establish a natural rubber exchange." Shi Yiyun and other members said that they proposed to set up a natural rubber price index publishing center and pricing center in Haikou City, to establish China's natural rubber exchange, and strive to make it into Asia and the world's natural rubber price index publishing center and pricing center in five years.
